Most of teenagers are left in limbo and wait for their future arrangement after graduation from junior high schools. Traditionally, they are required to further their education or drop out of the school to start their career life. So, there is a suggestion that all of young teenagers should continue in education until at least their 18th birthday and it is agreed for the following reasons.
This mandatory policy is implemented by local authority who has the obligation to maintain social security and prosperity. This is because the dropping out rate among high school students will decline to its minimum if compulsory education extends to high school education. In some countries, the high rate of dropping out is ruining the life of young generation who are not sufficiently prepared for the future and have less ability to master related skills to support themselves. So, those who stay in school are less likely to become teen parents, commit crimes, or draw on welfare, which are the source of social chaos.
Besides, lengthening the time that citizens are required to go to schools is also an investment for the community and individuals. After graduating from high schools, some of students are likely to continue their education in colleges or universities while others choose to seek jobs with the credentials. By comparison, high school graduates have large probability to be hired and the proportion of young people not in education, employment and training will fall to a lower level.
Notwithstanding, this policy should consider the willing and right of some learners who are not adept at academic learning. Some of them are talented in a certain area, like painting, music, sports, etc., while disappointing in others, which means that the full-time study may waste the time. Another problem derives from the fiscal situation of the government. The long-term compulsory education needs a large scale of public funds which are spent on school construction and faculty employment, which is a heavy financial burden for the government.
As conclusion, I think that encouraging all of teenagers to complete high school education can solve numerous social problems and this is also beneficial to individuals and society but it is not a panacea and forcing all of them to receive full-time education violate the civil right, which should be reconsidered.
