思路解析
这是一道双边讨论类大作文,又是政府投资类话题,12月第二场我们讨论了政府投资科学教育的问题,这次我们来聊聊政府是否要花钱保护濒危语种,以及是不是浪费钱。因为是双边讨论,所以两方观点都需要涉及并给出自己的观点。此外,也要提醒同学们不要只讨论“语言该不该被保护”,一定记得还要围绕“governments spend money”来展开。
 
首先我们先来看,这样的行为为什么会被认为是浪费钱,主要是两方面原因。
 
一是政府在浪费大多数纳税人的钱,一种语言会濒临灭绝说明它本身就不会被多数人使用也和多数人无关,那么政府花多数人的钱去保护这样的小语种而不是投入相关性更高的领域(比如公共设施建设、教育等),极有可能就是一种浪费。
 
二是一种语言会消亡,可能是因为过于复杂、使用的族群在逐渐消亡或者文化上被更大的族群同化等原因,导致使用的人越来越少。因此政府哪怕投入了资金去保护,可能也不会改变这个小语种消失的结果,因此是浪费钱。
 
而支持政府花钱保护濒危小语种的主要原因也有两方面。
 
一是如果一个国家是有多民族组成,那么政府应当对其中少数名族的语言进行保护。一个语言背后代表的是一个族群的历史和文化,这些历史文化对整个人类可能有着重要的价值。这也是社会学和人类学重要的研究方向之一。只有保护了语言,政府才能进一步的对其背后的文化历史进行研究和保护。
 
二是如果要保护一个语言,势必需要培养专门人才、投入时间、修订专门的书籍材料甚至鼓励更多人去了解。这些都需要资金投入,而政府相比个人或者慈善组织,是有资金和实力去完成。

It may be understandable for those considering the meaninglessness of the protection for the minority languages, while I would believe that solutions and monetary flows in the governmental preservation of those linguistic data cannot be deemed “a waste”.
 
For those who think the waste of the resources and energy injected into saving those languages spoken by a limited ethic groups, they may hold the consideration that money, researchers and schemes utilized may be to no avail. To those in the utilitarian society, anything that has no immediate benefit may be categorized as “waste”. There are so many urgent things awaiting financial allocations, and the manpower, the time spent on collecting data of these linguistic researches, most of which may also be in vain, since they, at most of times, prove no results at all, would definitely not be approved of money squandered. Sadly, however, it is true that the salvage for those losses cannot always become a satisfactory goal, since the languages with the faith of extinction should never be given a new life but survive without being dismissed. 
 
The myopic thinking exhibited in the aforementioned paragraph, which is also argued by an overwhelming people, is the rankest psychology of all. That is also the state of mind precluding the most from looking at the world from a macro perspective. The potential wealth lying behind those linguistic researches with the property of seeming uselessness, is that they may interpret prior knowledge and premises in the historical times to a particular community. Most of this information reflects how those ancestors struggled with their lives against the hardships and fierce surroundings, and how they can sincerely adhere to their final humanities. The experiences of this undoubtedly have reinforced the foundation of the future development of the whole society, and those languages deserve our officials and authorities to pour their passions and financial resources to build up the researching system and to foster a huge quantity of expertise and professionals striking for this.
 
In conclusion, dichotomization may be essential when analyzing the topic of this, and the value of spending money saving those linguistic data with fate of extinction cannot be solely considered unworthy in a restricted way.
